The Authority was created by the Tennessee General Assembly Private Act No. 40 and approved by the Anderson
County Commission on July 16, 2007. The Authority started organizing activities on July 16, 2007, and began
significant operations on January 1, 2009, and provides water and wastewater collection services to the
unincorporated areas of Anderson County, Tennessee. The purpose of the Authority is to “acquire, construct,
improve, extend, operate, and maintain a water system.” The Authority’s primary source of water is drawn from the
Clinch River.
The Authority is governed by a Board of Directors composed of five citizens who reside in and are customers of the
Authority. Board members are nominated by the Anderson County Mayor for a term of four years, subject to
confirmation by the Anderson County Commission.
The Authority’s primary capital assets consist of two water treatment plants, one office building, one warehouse and
distribution facility, one wastewater treatment plant, and twelve water reservoir tanks.
